How Maldon District Council improved officer confidence with Motorola Solutions VB400 body cameras
Customer Background
Maldon District Council civil parking enforcement team serves a semi-rural community in Essex and maintains off-street, pay-and-display car parks within the district.
Given the nature of their work, body-worn cameras are treated as standard personal protective equipment (PPE), provided in line with the requirements of their Health and Safety at Work Policy to help minimise risk to their Civil Enforcement Officers (CEOs). The video and audio act as independent, unbiased witnesses to protect both the public and the officers.

The Challenge
Maldon District Council’s CEO team had been using their existing fleet of body-worn cameras for several years. With the devices showing signs of age they went to market to research and assess the options against their current setup.
Two requirements shaped their search: a device that was simple for officers to use with minimal steps and no unnecessary features, and the ability to download recordings remotely, removing the need for manual footage transfer to keep back-office management as straightforward as possible.
The Solution
The Council selected the Motorola Solutions VB400 body-worn camera with Klickfast, supplied and supported by Radiocoms. The VB400 model answered the simplicity brief with its ‘one button’ recording activation and shift-long battery life, while the docking station supported both charging and automatic footage upload. A peer endorsement from SEPP (South Essex Parking Partnership) whose Civil Enforcement team were already using the VB400 and Radiocoms gave the council additional confidence in both the technology and the supplier.
While penalty charge notice support is one use case, the council also use them to support their environmental health team where footage can support legal proceedings around environmental violations. For their enforcement officers, the cameras are available to record behaviours that follow the issue of a fixed penalty notice, capturing cause and effect where it matters.
Complementing the hardware, the VideoManager cloud-accessible software handles storage, retrieval, and footage management. It also facilitates collaboration by allowing users to share video evidence with internal and external stakeholders through password-protected links and incident-specific access.
Results
With an existing Data Protection Impact Assessment (DPIA) policy already in place, the transition to the new devices was straightforward. The most immediate outcome was restoring operational reliability, CEOs went from carrying kit they couldn’t fully depend on to carrying kit that works – every shift, every time.
Beyond reliability, the new cameras have given their officers renewed confidence in confrontational situations. Cameras prevent as much as they record, and in lower-crime environments, the deterrent effect is often more valuable with the visible presence changing behaviour before an incident escalates.
